Introducing the Community Enterprise Service
In recent decades there have been many changes and trends affecting the way in which people in rural communities live and work. Traditional industries such as farming and fishing are no longer the principal employers, housing prices have soared, service delivery is increasingly becoming centralised and public transport services have been cut back
However in response to these trends local communities are increasingly taking the lead in controlling the facilities, services and businesses that affect the quality of life in their own local area. New positive ideas for future sustainability are now being developed through Parish Plans and the Market & Coastal Towns initiative alongside regeneration activity at Local Authority level. The Cornwall Rural Community Council has recently appointed Bob Northey as Community Enterprise Officer to support and champion local communities throughout Cornwall in the planning, development and introduction of new community enterprises. The Community Enterprise Service plans to provide direct support for to foster and promote this growing family of community self help initiatives.
Typically a community enterprise provides much needed services or facilities for its local community, often stepping in where the private sector is unable to deliver and the public sector cannot reach. There is no one form or function that community enterprise takes, it is better described as a particular approach and ethos for getting things done. Certain guiding principles define this approach and all community enterprise activity will have these characteristics in common: they are primarily driven by social purpose(s); they strive to be financially self sustaining by engaging in the trade of goods or services; any financial surplus is reinvested in the enterprise or for community benefit and they are community owned and involve members of their constituency in the governance of the organisation.
Examples can include: childcare facilities, furniture and waste recycling centres, credit unions, vegetable box schemes, community transport schemes, community owned shops or post offices, training schemes, multi-use community centres and youth cafes.
The CRCC’s Community Enterprise Service aims to:
- Provide information, raise awareness and offer advice on developing and establishing community enterprises
- Map out existing and prospective community enterprises across Cornwall
- Identify the particular needs of local communities wishing to develop community enterprise in terms of advice, training and specialist support
- Showcase good practice in developing community enterprises
- Work closely with the relevant agencies including Rural Cornwall and Isles of Scilly Partnership, Local Authorities, MCTi’s, Parish Councils and local community groups
- Help community enterprises to access technical and professional help through the Cornwall Prohelp programme
- Offer signposting and referral to other specialist support agencies

Calor Village of the Year
Over the last two years, CRCC has run the Calor Village of the Year (Cornwall) competition and we have been asked to do so again for 2008. It’s a real feel-good competition, but also focuses on the real strengths that communities have, and we were impressed by the standard and commitment of the groups/parishes that took part last year.
