The No School Hall Dilemma... from a recent e mail

"There are, to the best of my knowledge, about 29 primary schools in Cornwall that do not have a hall. This causes problems for a number of them in terms of being able to offer a range of Physical Activity, particularly on wet weather days. More importantly, if children are eating their lunches in the classroom this cannot be considered to be a social dining environment as required by the new scheme. "

Does anyone have any updates on the lack of school halls? Does this impact on the provision of PE and physical activity? What does it mean for school meals and the 'social dining environment'? - any innovative solutions for schools looking at the HS programme - let us know!

We've also posted it as one of the discussion themes on the message board.

QCA publish PSHE Units of Work and End of Key Stage Asssessment

At last they're here! and at first glance seem well worth the wait. New guidance on what children's should have achieved at the end of each KS and how to assess it as well some new units or work around SRE, healthy Lifestyles and Financial Capability. They'll probably be distributed to schools in hard copy but in the meantime you can download everthing from the QCA website.

We will be using this material to continue our mapping exercise aiming to bring PSHE, SEAL, CHESS & DICE, Citizenship etc into a coherent whole to meet the needs of HS audit and encourage effective programmes of PSHE in the classroom.

Revalidation Awards Ceremony

See some photos

53 schools were revalidated into Cornwall Healthy Schools Status in a ceremony held at the Alverton Manor Hotel in Truro on tuesday 1st November. Most schools revlidating attended the ceremony to receive their plaques in person from Lynda Quee, Health Promotion Service Manager. Or thanks go to Lynda. Thanks too, to Joy Richardson HS Admnistrator, who organised the event extremely well which was apparent in how smoothly everything went.

The absence of children from the event was very noticeable and many of us - both HS Team members and teachers remarked on the absence. However this was for a very good reason - the morning also provided an opportunity to introduce the schools present to the New Scheme and invite them to take part in the new programme.

The implementation of the new scheme with it's new criteria, new audit and more rigorous approach is daunting to many schools hearing about for the first time as we start to roll it out. It needn't be and we are trying very hard to reassure schools just how much is already in palce for them to use towards the new standard and highlight our determination to support them through the process.

During the open forum at the end a very powerful plea was made by a headteacher concerned that there was little time available to his staff (in a small school) to implement the many changes that are taking place in schools at the moment from Assessment for Learning, SEAL, Sports initiatives etc. he also wanted to know what practical support we could offer in creating the time for someone to undertake the audit.

The response from the audience highlighted that this was a key concern for many.

It is a concern that the CHSP share and understand - we certainly didn't have all the answers but I hope we were able to express our understanding and our commitment to finding ways of supporting schools. A key commitment we are making is to try and bring a coherence to what HS requires of schools and other things going on in schools. One of our main pieces of work at the moment is an overarching PSHE mapping exercise bringing in Citizenship, SEAL, CHESS and DICE, SRE etc.

We are also working on a single (virtually) all encompassing policy document for schools to reduce the amount of repetition in the documents and make sure there is coherence across them all.

Cornwall Healthy Schools Programme New Co-ordinator

Caroline Perkins has been seconded to an exciting new post as a Children & YP project Manager helping implement the new Children & YP Plan for Cornwall. We are absolutely delighted for both Caroline and the children and YP who will benefit from her wonderful work.

This means that the CHSP has a new co-ordinator, Kate Pordage.

Many of you will know me from my work on the PHASE project as well my involvement with Circle Time, SEAL, Drugs education and Safety (in the widest possible sense). I hope that I will be able to support schools in these areas albeit in different ways.

I am thrilled to bits to be joining the CHSP team at this exciting time in the development of HS work in Cornwall, Every Child Matters, the introduction of the new NHSP guidance and criteria and the challenging targets set for us to accredit 50% of schools by the end of December 2006 and involve all schools by 2009!

I look forward to meeting as many of you as possible and supporting you through the HS process alongside rest of the team.

If you would like to get in touch with me about any aspect of the CHSP I would be delighted to hear from you.

Welcome 'one and all': old friends, schools just joining or those thinking about joining.

Sharing good practice

We see an awful lot of excellent practice going in the schools we visit as part of the CHSP, we have already begun to share this good practice by publishing our case studies book (a new version of which is in preparation). We also want to make best use of the website in sharing good practice. To this end we are creating a separate of the site to post schools' schemes of work for PSHE/Ct etc. as examples for others to draw in developing their own schemes. All schools have given us permission to the use the material. If you would like to add something please contact us.

CHSP helps celebrate International Nurses Day

The Healthy Schools Project is changing

Consultation on new healthy schools guidance

Following the publication of the Public Health White Paper, which signalled the intention to widen the meaning of national healthy school status and make it more rigorous and consistent, we are consulting on the detail of what this will mean for schools and the local healthy schools programmes. The draft guidance for schools regarding national healthy school status is available for download. We have already sent this to all local healthy school programmes as well as many other local, regional and national stakeholders.

We will of course keep you posted of developments and provide further information when we have it. The recently produced Healthy Living Blueprint gives a flavour of how the government sees the future of the Healthy Schools Programme.

"Working Together: Giving Children and Young People a Say",

PUPIL PARTICIPATION AND INVOLVEMENT
In Spring 2004, the DfES produced guidance for school governing bodies and Local Education Authorities (LEAs), to encourage the involvement of children and young people in decision-making processes. LEAs and schools are required to have regard to this guidance under section 176 of the Education Act 2002. But it is for LEAs, teachers and governors to decide how best to involve children and young people. The guidance provides a basis for schools to decide how best to involve children and young people in all aspects of the life of the school, with examples of good practice for them to use and adapt.

It supports personalised learning through opportunities that already exist in citizenship education, personal, social and health education and in other wider school activities, for example the National Healthy School Standard (NHSS) and the Connexions service. OFSTED also now gives pupils opportunities to give views about their education as part of the inspection process. It also supports Article 12 of the United Nations Convention on the Rights of the Child (UNCRC) which concerns giving children the rights to put forward their views and ensuring that those views are taken seriously.

Every Child Matters
Every Child Matters, sets out the Government's proposals for reforming the delivery of services for children, young people and families. It builds on existing measures to ensure that we protect children at risk of harm and neglect from negative outcomes and support all children to develop their full potential.

Vision
We have consensus around the outcomes we seek for children and young people as they themselves define them. We want to help all children and young people to:·

Be Healthy: enjoying good physical and mental health and living a healthy lifestyle;·

Stay Safe: being protected from harm and neglect and growing up able to look after themselves;·

Enjoy and Achieve: getting the most out of life and developing broad skills for adulthood;·

Make a Positive Contribution: to the community and to society and not engaging in anti-social or offending behaviour;·

Achieve economic well-being.

Healthy Living Blueprint for Schools
The Blueprint was launched by the DfES on 6 September 2004. It aims to help schools support children in leading a healthy lifestyle and to make the most of the resources which already exist. Essentially it is a restatement of what the Healthy Schools programme is about.

Charles Clarke, Secretary of State for Education and Skills, said 'The Blueprint supports schools in considering the extent to which their current practice meets Healthy Living objectives and to look for opportunities to improve health throughout every area of school life, drawing on the wide range of support available. We believe that good health and effective learning go hand in hand and habits started young are more likely to endure throughout adult life.'
